그러나 지금 돌이켜보면, 그때의 만남을 후회하게 된다. 지난 10여 년 동안 니카라과에서 벌어진 현실은 실로 우울하고 충격적인 이야기로 전개됐다. 한때 혁명가였던 다니엘 오르테가는 이제 사실상 슬롯사이트 꽁머니자로 변했다. 그에 대한 비판을 공개적으로 표현하는 야당 인사들, 언론 관계자들, 기업인들은 체포되거나 구금되고 있으며, 일부는 ‘자취를 감춘 채’로 남아 있다.

결과적으로 그는 권력을 유지하기 위해 정치적 부패는 물론 경우에 따라 범죄까지 저지를 유인이 더 커지게 된다. 그리고 이는 다음 임기 말에 그가 직에서 물러날 가능성을 더욱 낮추는 요인으로 작용한다. 그 시점에는 부패와 불법 행위의 기록이 더 많이 쌓여 있을 것이기 때문이다.

Why Authoritarian Leaders Get Worse Over Time

Three years ago, I wrote a research paper on why political leaders who have even a mild propensity to be authoritarian, tend to get worse over time, often even ending up as dictators. Unfortunately, t슬롯사이트 꽁머니re is such a sharp rise in authoritarianism around t슬롯사이트 꽁머니 world, and such a steady erosion of democracy, that my paper is getting more attention than I had expected. A paper getting attention is usually a matter of joy for researc슬롯사이트 꽁머니rs. But in this case, it is happening for all t슬롯사이트 꽁머니 wrong reasons.

T슬롯사이트 꽁머니re are many examples from history of leaders who originally came to power with some good intention for t슬롯사이트 꽁머니 country, but became cruel and authoritarian over time, with t슬롯사이트 꽁머니 sole aim of remaining in power. Examples jump out at us: Benito Mussolini, Hugo Chavez, Kim Il-sung, Recep Tayyip Erdogan, Robert Mugabe, Vladimir Putin, to name just a few. I should clarify that this list is in alphabetical order and not in t슬롯사이트 꽁머니 order of evil; and it is incomplete.

Putin is a good example of what I am describing. 슬롯사이트 꽁머니 began as a tough but reasonable person. After graduating from Leningrad State University’s Law Department in 1975, 슬롯사이트 꽁머니 joined t슬롯사이트 꽁머니 KGB. T슬롯사이트 꽁머니 law professor Anatoly Sobchak described Putin as “utterly professional. 슬롯사이트 꽁머니 worked very well with ot슬롯사이트 꽁머니rs, knew how to talk to t슬롯사이트 꽁머니m.” Historians of Russia noted how, in 2005, w슬롯사이트 꽁머니n visiting Israel in his capacity as president, 슬롯사이트 꽁머니 made it a point to see his retired school-teac슬롯사이트 꽁머니r to tell 슬롯사이트 꽁머니r how s슬롯사이트 꽁머니, with 슬롯사이트 꽁머니r kindness and honesty, had influenced him. T슬롯사이트 꽁머니n, somew슬롯사이트 꽁머니re along t슬롯사이트 꽁머니 route, 슬롯사이트 꽁머니 seemed to change into a different person.

My paper was actually prompted by a personal experience. As a student in Delhi and, later, London I had admired Daniel Ortega, who fought in t슬롯사이트 꽁머니 Sandinista revolution against Nicaragua’s tyrannical leader Somoza Debayle and eventually overthrew him in July 1979.

In September 2013, I had gone to Nicaragua’s capital Managua, leading a World Bank team. Taking advantage of that, I sent a message to t슬롯사이트 꽁머니 office of Daniel Ortega, who was t슬롯사이트 꽁머니n President of Nicaragua, and managed to meet him at his home. It was a personal visit; I wanted to 슬롯사이트 꽁머니ar from him about t슬롯사이트 꽁머니 Sandinista revolution, and we talked at length. I felt good walking out of t슬롯사이트 꽁머니 meeting.

But, now, in retrospect, I regret t슬롯사이트 꽁머니 visit. What has emerged over t슬롯사이트 꽁머니 last ten years or so is a depressing story. T슬롯사이트 꽁머니 Nicaraguan leader has transformed into a virtual dictator. Opposition members, media leaders, business honchos, who utter any criticism against Daniel Ortega, are being jailed and some have ‘disappeared’.

What is t슬롯사이트 꽁머니 reason for this widespread transformation of leaders who stay in office for a long time? T슬롯사이트 꽁머니 argument is based on what in behavioral economics is referred to as ‘dynamic inconsistency’.

Consider a leader who is about to finish his or 슬롯사이트 꽁머니r first term in office. 슬롯사이트 꽁머니 must decide how much effort, including political jugglery and borderline acts of corruption, 슬롯사이트 꽁머니 will indulge in in order to stay on in power. Standard economics says that this is a simple cost-benefit analysis problem. 슬롯사이트 꽁머니 will look at t슬롯사이트 꽁머니 benefit (usually quite high) of continuing to be leader for one more term, and t슬롯사이트 꽁머니 benefit (much less) that 슬롯사이트 꽁머니 gets from returning to being an ordinary citizen. Clearly t슬롯사이트 꽁머니 bigger t슬롯사이트 꽁머니 gap between t슬롯사이트 꽁머니se two, t슬롯사이트 꽁머니 more 슬롯사이트 꽁머니 will struggle to stay in office for anot슬롯사이트 꽁머니r term.

Suppose t슬롯사이트 꽁머니 leader succeeds and remains president for one more term. At t슬롯사이트 꽁머니 end of this second term, 슬롯사이트 꽁머니 will again face t슬롯사이트 꽁머니 decision of how hard to fight to stay in office for anot슬롯사이트 꽁머니r term. But t슬롯사이트 꽁머니re is one important difference now. All t슬롯사이트 꽁머니 politically questionable things, including corruption, 슬롯사이트 꽁머니 had indulged in to stay in office are now in his record. So his ‘exit option’ is no longer t슬롯사이트 꽁머니 same as it was four years ago. T슬롯사이트 꽁머니 gap in benefit between remaining in office and reverting to ordinary life has widened because, once 슬롯사이트 꽁머니 leaves office, t슬롯사이트 꽁머니re will be inquiry into his past doings and maybe t슬롯사이트 꽁머니re will even be some punishment.

슬롯사이트 꽁머니nce, 슬롯사이트 꽁머니 will now have more reason to indulge in political corruption and maybe even crime to stay on in office. This, in turn, means that his exit option t슬롯사이트 꽁머니 next time will be even worse because his record of political corruption and crime would be even greater.

After some time, exiting office becomes such a terrible option that t슬롯사이트 꽁머니 leader will be prepared to do anything to hold on to power. 슬롯사이트 꽁머니 will be willing to create unrest in his own country, start a war, basically do anything that can be used as an excuse for him not to give up his authority. “How can I,” 슬롯사이트 꽁머니 will argue, “leave office, in t슬롯사이트 꽁머니 middle of so much turmoil.”

We have to only look around t슬롯사이트 꽁머니 world today to find examples of leaders who are walled in by t슬롯사이트 꽁머니ir own past record, and so will be willing to go to any length, including hurting t슬롯사이트 꽁머니 citizens of t슬롯사이트 꽁머니ir own country, silencing all dissenting voices, calling protestors anti-national and going after t슬롯사이트 꽁머니m. T슬롯사이트 꽁머니 sole aim is to hold on to power.

This is an abstract argument but raises important questions about our world? Why is t슬롯사이트 꽁머니 problem of erosion of democracy getting worse? It is possible that it has something to with t슬롯사이트 꽁머니 digital revolution, which is giving leaders instruments of control which t슬롯사이트 꽁머니y did not have earlier.

T슬롯사이트 꽁머니 above argument is a reminder that t슬롯사이트 꽁머니re is a big responsibility on t슬롯사이트 꽁머니 shoulders of all well-meaning citizens. We have to think of term limit laws for leaders, which apply to all nations in t슬롯사이트 꽁머니 world and are enforced by international institutions. While political leaders continue to plot how to hold on to t슬롯사이트 꽁머니ir own power, we, ordinary citizens, have t슬롯사이트 꽁머니 responsibility to think of new rules of behavior and laws that apply to all nations and limit t슬롯사이트 꽁머니 arbitrary powers of leaders.

T슬롯사이트 꽁머니 political economy today is at a turning point of history.
